The European Union's privacy watchdog has given warning that new access for Europol to

personal data could lead to individuals being labelled as terror suspects based on hearsay

or records of their shopping habits.

Hull City Council confirmed a fixed-penalty ticket had been issued by a member of its environment crime unit.

A spokesman said: "The fixed-penalty notice is the result of the mother's actions, not the child's." [full report]

When two policemen arrived in a patrol car at Patrick O'Sullivan's home, he suspected a major crime

had been committed.

After all, the local force was so stretched it had taken two days for officers to reach the scene of a

nearby burglary.

So the pensioner was taken aback to learn that the two constables at his door were investigating how

leaves, supposedly from his garden, had found their way on to a next- door neighbour's driveway.

Happily the officers soon cracked the case, deciding the culprit was nothing more than a spring breeze.

Airport-style x-ray cameras which see through clothes, could be installed on street lampposts

in a bid to combat terrorism, it was claimed last night.

The measure was suggested in a memo sent last week to one of Tony Blair's working groups

at the Cabinet Office, the Sun newspaper reported. The move comes amid growing concern

about Britain's "surveillance society".

to get genuinely scary. Now the Home Office in England are developing lip reading

cameras. It's software based so theoretically could be applied to every one of the

Once it finds someone speaking certain key words or sentences, the system would

automatically send an alert message to a central console, mobile phone, or other

communications device. Police or security agents could then be dispatched to the

scene to question the individual.

Feeling uncomfortable yet? Richard Harvey of University of East Anglia in Norwich,

England has received a £391,814 grant to develop the system, which is based on

existing speech recognition technology. Start counting, Brits. You have three years

to get out.

Ten schoolchildren in the United Kingdom are being tracked by RFID chips in their school uniforms as part of a pilot program.

If the program proves successful as a way to hasten registration, simplify data entry for the school's behavioral reporting system, and ensure attendance, Trevor Darnborough, whose company, Darnbro, filed for a patent on securing RFID tags to clothing, hopes other schools will be interested, according to the Doncaster Free Press.

Every member state will also be granted access to millions of fingerprints, as well as vehicle and driver registrations.

DNA database 'will span most of the UK population'  - 11th April 2007

The Government's DNA retention policy combined with increasingly sophisticated statistical

techniques means that eventually most citizens in the UK will be linked to data stored on the

police's DNA database, according to a privacy law expert.

The outcome of an appeal to the European Court of Human Rights (ECHR) that challenges the

UK's DNA retention policy will not limit the ultimate reach of the DNA database, only the speed

of its compilation, says Dr Chris Pounder of Pinsent Masons.

Under last year's Police and Justice Act, the police are allowed to retain DNA data on those

arrested even if those arrested are not convicted of or even charged with any crime. Data

derived from these samples are then added to the National DNA Database.

Details of 4.6 million British financial transactions are being secretly disclosed each year to American intelligence agencies, privacy campaigners say.

The practice is believed to have started four years ago, which means that as many as 20 million UK-originated transactions have been supplied to the Americans.

Privacy International, a London-based body, is trying to raise the issue in dozens of countries around the world.

It said its estimate was based on figures supplied by Swift, the Society for Worldwide Interbank Financial Telecommunication, based in Belgium, which provides electronic instructions for transfers between banks and stock exchanges.

[NOTE: Belgium is also the site of the mega computer being set up for the GLOBAL tracking RDIF program tentatively intended for implementation in 2012. So massive is this computer that employees refer to it as the "beast" - Binary Electronic Accounting Surveillance Terminal.

Washington has suggested that the information has been "useful" in unspecified anti-terrorist operations. But the emergence of the practice, which the Home Office is said to have been aware of for four years, raises questions about the global reach of the US government and whether privacy laws are being breached in Britain and elsewhere.

Privacy International said: "This disclosure of data has been undertaken on the grounds of counter-terrorism, though once in US territory authorities would be at liberty to use the information in whatever way they see fit.

"Swift's annual reports show that in 2004-2005 more than 460 million financial transactions originating in the UK were sent through the network. Sources close to and within Swift have acknowledged that approximately one per cent of Swift's traffic is relevant to the agreement [between Swift and the US], resulting in most or all of the
data being diverted to the US.

It is reasonable to assume that around 4.6 million records in that year were secretly transferred. A comparable figure can be derived for each of the four years that the programme has been in operation."

Privacy International has lodged complaints with data protection and privacy regulators in numerous countries.

The criteria by which the one per cent of information is released and whether any threshold amount of money is involved are unknown.

Privacy International is demanding the suspension of Swift's disclosures. It said it did not seek "to challenge the existence of provisions to disclose personal information on legitimate grounds of national security or counter-terrorism". But "such disclosures must be subject to established legal procedures".

Simon Davies, the director of Privacy International, said: "This unlawful activity shows how the US disregards the privacy rights not only of its own citizens but also of foreign nationals. The scale of the operation is breathtaking."

The UK Information Commissioner's Office, which monitors data confidentiality, said: "Given the sensitivity of financial data, we take any such alleged breaches of the Data Protection Act extremely seriously. We are seeking clarification on the details of this case."

Swift's website says: "After the September 11 attacks, Swift responded to compulsory subpoenas for limited sets of data from the United States Department of the Treasury. Our fundamental principle has been to preserve the confidentiality of our users' data while complying with the lawful obligations in countries where we operate."

A noted terror expert has told the BBC that Mohammed Siddique Khan, the alleged ringleader of the 7/7 London bombings, was working for British intelligence agency MI5 as an informant at the time of the attacks.

Charles Shoebridge is a 12-year veteran detective of the London Metropolitan Police, a former graduate of the Royal Military Academy at Sandhurst, and now a broadcaster and writer on terrorism in the UK...
